A Polish agreement for the private sale of a used car: the parties, make and model, VIN, registration number, mileage, known defects, the price in figures and words, and handover with the documents and keys. Common questions

Does a car sale in Poland have to be signed before a notary?
No. A car sale needs no special form, and in practice a written agreement signed by both parties is enough — the registration office accepts it as proof of ownership. Check that the VIN in the registration certificate matches the one on the car, and look up the vehicle's history — mileage, damage, inspections — in the free Historia Pojazdu service on gov.pl.
Who pays the tax on buying a used car in Poland, and by when?
The buyer. The tax on civil-law transactions (PCC) is 2% of the car's market value; the PCC-3 return is filed and the tax paid within 14 days of the contract, including online through e-Urząd Skarbowy. No tax is due when buying from a business with a VAT invoice, or where the market value is 1000 zł or less. The tax office can challenge an understated price and set the market value itself.
What does the seller of a car have to do after the sale?
Tell the district office (starosta) within 30 days — at the vehicle registration office or online — since late notice carries an administrative penalty, and the OC insurer within 14 days. That second deadline was cut from 30 days on 10 September 2025; until the insurer is told, the seller is jointly liable with the buyer for the premium. Voluntary comprehensive cover usually does not pass to the buyer, and the premium for the unused period can be reclaimed.
