The notice of sale (Veräußerungsanzeige) by which a seller in Germany tells the vehicle registration office who the new keeper is: the buyer's name, date of birth and address, the vehicle, plate and VIN, the date and hour of handover, and confirmation that the registration certificate Parts I and II were handed over (§ 15 of the German Vehicle Registration Ordinance, FZV). Common questions

Doesn't the German registration office have its own form for the notice of sale?
Many registration offices offer their own form free on their website, and some an online route; feel free to use it. No particular form is prescribed: the notice must give the buyer's name and address and confirm that the registration certificate Parts I and II were handed over (§ 15 FZV). This letter contains exactly that, plus the date and hour of handover.
Why should the notice of sale reach the German registration office on the day of the sale?
Because the sale contract does not protect the seller towards customs and the registration office. The seller's motor vehicle tax ends only when the notice reaches the registration office, or at the latest when the buyer re-registers the car; if the buyer never does, it runs on (§ 5(5) KraftStG). Until then the seller also stays registered as keeper, and § 15 FZV requires the notice without delay anyway.
How can a seller in Germany prove that the notice of sale arrived?
What counts is receipt by the registration office, not posting. The safest way is to hand in the signed notice at the counter and have its receipt confirmed on a copy. By post, choose registered mail with return receipt (Einschreiben mit Rückschein); the tracking of a drop-in registered letter does not prove receipt (BAG 2 AZR 68/24). Whether e-mail, fax or an online form is enough is for each registration office to decide.
What must the buyer do at the German registration office after the purchase?
The buyer re-registers the car in their own name at the registration office for their home address, at the counter or online through i-Kfz. Among other things they need an eVB number from their insurer and a SEPA direct-debit mandate for the motor vehicle tax. The seller's tax liability ends at the latest with this re-registration, even if the seller's notice went astray (§ 5(5) KraftStG).
