A power of attorney for the vehicle registration office in Germany (Zulassungsstelle): it lets someone else register a car for you, re-register it after a change of keeper, deregister it or change your address in the papers. It names the principal and the representative with dates of birth and addresses, the vehicle with its VIN and plate, the eVB insurance number and the matter, and is limited to that matter. Common questions

Doesn't the German registration office offer its own power of attorney?
It often does: many registration offices put their own power of attorney and SEPA direct-debit mandate on their website free of charge. No particular form is prescribed; this power of attorney names the principal, the representative, the vehicle and the matter. What else the office asks for varies from place to place, so check your registration office's document list first.
What papers does the representative need at the German registration office?
Besides this signed power of attorney, usually the principal's identity card or passport, in the original or as a copy, and their own ID; where only a copy is given, some offices also ask for a certificate of registered address (Meldebescheinigung). Registration and re-registration also need the eVB number, the registration certificates and a SEPA direct-debit mandate for the motor vehicle tax. Your registration office's own list is what counts.
Must a power of attorney for a German registration office be signed by hand?
The law prescribes no particular form for a power of attorney (§ 167(2) BGB), but registration offices expect a signed one on paper. So sign it by hand, and the SEPA direct-debit mandate as well; if someone else pays the motor vehicle tax, they sign the mandate too. You may copy your own identity card and send the copy along (§ 20 PAuswG).
Can the power of attorney also be used to deregister a car in Germany?
Yes. Choose deregistration (Außerbetriebsetzung) as the matter. The representative then takes above all the registration certificate Part I and the number plates to the registration office, and for a scrapped car the dismantler's certificate of destruction (Verwertungsnachweis). Anyone deregistering online through i-Kfz themselves needs no power of attorney.
