Do the same rules apply to renting a room as to renting a whole flat?

Largely yes: it is a tenancy under the Civil Code, and a tenant who lives in the room is protected by the tenants' protection act. So the landlord cannot end the agreement at will. The difference is practical: part of the flat is shared, so the agreement has to describe what the tenant may use and what the rent covers.

How should utilities be handled when renting a room?

The simplest way is to include them in the rent as a fixed amount and list in the agreement what it covers: electricity, gas, water, heating, internet. Metered billing between several tenants of one flat usually ends in arguments over the split. If the parties prefer paying by consumption, write into the house rules how the bills are divided.

Can a room tenant register their residence at the flat?

Yes. Registration (zameldowanie) is a record-keeping act: it confirms where someone lives and gives no right to the flat. To register at the municipal office the tenant shows the rental agreement or another document of legal title to the premises. After moving out the tenant deregisters; if not, the owner can apply to have the registration removed administratively.
