Until when can a direct debit in Romania be revoked?

Until the end of the business day before the agreed debit day at the latest (Law no. 209/2019). After that the payment goes through, and the revocation takes effect for the ones that follow.

Does the supplier that was collecting the debit need to be told too?

It is advisable. Revoking at the bank stops the payments, but the contract with the supplier — phone, utilities, a subscription — stays; the supplier has to be told separately, or it may keep issuing bills, just without collecting them automatically.

Can money already taken by direct debit be recovered?

For authorised direct debits, the payer can ask for a refund within 8 weeks of the debit, on the terms of Law no. 209/2019; for an unauthorised one, the period is 13 months. A refund does not, however, cancel any debt still owed to the supplier.
