Used car sale agreements and other vehicle documents in Cyprus

In Cyprus a private sale agreement does not change a vehicle's registered owner. The transfer is made at the Road Transport Department or a Citizen Service Centre (KEP), on a form signed by seller and buyer, with insurance in the buyer's name, and since February 2025 the Department also checks every transfer for outstanding manufacturer recalls. Until then the seller remains the registered owner and receives the camera fines; an owner who was not driving has 15 days from receiving the notice to name the driver. That is why the used vehicle sale agreement binds both sides to complete the transfer by a set date, and the vehicle handover record fixes the date and hour the buyer took the vehicle, with mileage, keys and documents.

Insurance follows the drivers the policy covers, by name or by age and experience. Under the Motor Vehicles (Third Party Liability Insurance) Law, Law 96(I)/2000, it is an offence to use a vehicle, or to let someone else use it, without insurance covering that use by that person. An owner's authorisation to drive a vehicle proves the owner's consent for a set period and purpose, to the police or a hire firm, but it does not take the place of the policy's cover.

After a road accident, the injured party can claim directly from the at-fault vehicle's insurer, which must make a reasoned offer or give a reasoned reply within three months; where that vehicle was uninsured or never traced, the claim goes to the Motor Insurers' Fund on its own form. A motor accident claim to an insurer sets out the accident, the damage and the amount, and asks for a claim number. A claim for bodily injury is time-barred three years after the damage or after learning of it (Law 66(I)/2012). Motor accident claim to an insurer (Cyprus)

A written claim by which someone harmed in a road accident in Cyprus asks for compensation directly from the at-fault vehicle's insurer, or from the Motor Insurers' Fund where that vehicle was uninsured or untraced. It describes the accident, both vehicles, the damage and the amount, asks for a claim number, a reasoned offer or reply, an inspection of the vehicle and payment to an IBAN, and reserves the right to go to court. It is sent by registered post or delivered against a signature; to the Fund it goes with the Fund's own claim form.

Vehicle handover record for the buyer (Cyprus)

The record of exactly when the buyer took the vehicle: date and hour, mileage, fuel, keys, documents, accessories and condition. In Cyprus the transfer at the Road Transport Department, on form TOM 9Γ, can come days after handover, and until then the seller remains the registered owner, to whom camera fines are sent. The record proves who had the vehicle and from when the buyer bears it, and records the buyer's insurance and the deadline for the transfer.

A private agreement for the sale of a used car or motorcycle between individuals in Cyprus: the vehicle, the price and payment, handover, condition and known defects. Owner's authorisation to drive a vehicle (Cyprus)

Insurance first: in Cyprus the policy must cover the driver, by name or under its age and experience terms, or whoever drives is uninsured, whatever authorisation they hold. On that basis, this document lets another person drive the vehicle for a set period, area and purpose, and proves the owner's consent to the police, a hire firm or a border post.
