The record of exactly when the buyer took the vehicle: date and hour, mileage, fuel, keys, documents, accessories and condition. In Cyprus the transfer at the Road Transport Department, on form TOM 9Γ, can come days after handover, and until then the seller remains the registered owner, to whom camera fines are sent. The record proves who had the vehicle and from when the buyer bears it, and records the buyer's insurance and the deadline for the transfer.

- Why is a handover record needed when a vehicle is sold in Cyprus?
- Because the transfer at the Road Transport Department records only the change of owner, not the moment the buyer took the vehicle, and it can come days later, when form TOM 9Γ with both signatures is filed at a Department office or a citizen service centre. Meanwhile the seller remains the registered owner, and camera fines are sent to the seller. The record, with its date and hour, lets the seller tell the police who had the vehicle and claim back from the buyer whatever was paid.
- Can the buyer drive the vehicle in Cyprus before the transfer?
- Only if insured. The seller's policy covers the drivers it sets out, by name or by age and experience, and should not be assumed to cover the buyer. The buyer needs insurance in their own name, for at least three months, for the transfer anyway, so it is wise to insure the vehicle before taking it. The record notes the buyer's insurer and policy number.
- What if the buyer delays the vehicle transfer in Cyprus?
- The seller stays the registered owner, exposed to fines and claims for use the seller does not control. The sale agreement and the record set a deadline for the transfer and put every fine and loss on the buyer from handover. If the buyer does not turn up, send a written reminder by registered post; a lawyer's letter can follow and, if needed, a claim to enforce the agreement or for damages.
