Insurance first: in Cyprus the policy must cover the driver, by name or under its age and experience terms, or whoever drives is uninsured, whatever authorisation they hold. On that basis, this document lets another person drive the vehicle for a set period, area and purpose, and proves the owner's consent to the police, a hire firm or a border post. It states what is forbidden, who pays fines and damage and how it is revoked, and has a summary in English.

Common questions

Is the owner's authorisation enough for someone else to drive the car in Cyprus?
Not unless the insurance covers them. A policy covers the drivers it sets out: those named on it, or any driver within limits of age and years licensed. Anyone driving outside those terms is uninsured, and under Law 96(I)/2000 the owner who lets them drive without cover commits an offence too. Before lending the car, ask the insurer to add the driver or to state in writing that the policy covers them; the authorisation only proves your consent.
Who pays camera fines when someone else drives the vehicle in Cyprus?
A camera's out-of-court fine notice is sent to the registered owner. If someone else was driving, the owner gives the driver's details within 15 days of receiving the notice, by completing the notice's declaration and sending it by registered post, or online at www.cycamerasystem.com.cy; otherwise the case proceeds against the owner. The authorisation, with the driver's details and the period, helps prove who had the vehicle, and says that fines are the driver's to pay.
Must the signature on an authorisation to drive be certified for travel outside Cyprus?
If the document will be used outside Cyprus, it is wise to have the owner's signature certified by a certifying officer or at a citizen service centre (KEP or KEPO). If the country also wants an apostille, the certifying officer's signature is certified by the District Administration and apostilled by the Ministry of Justice and Public Order. Check first what the destination country requires, and that the insurance covers the vehicle and driver there. A qualified electronic signature, such as the Cyprus eID from JCC, has the effect of a handwritten one.

    A written claim by which someone harmed in a road accident in Cyprus asks for compensation directly from the at-fault vehicle's insurer, or from the Motor Insurers' Fund where that vehicle was uninsured or untraced. The agreement does not change the registered owner — that is done with form TOM 9Γ at the Road Transport Department or a citizen service centre (KEP), with insurance in the buyer's name. So it binds both to complete the transfer by a set date, records the vehicle's status as to manufacturer recalls, which the Department has checked since February 2025, and puts fines on the buyer from handover.
