Cars and driving in England: sales, accidents, parking tickets and claims

Selling a car privately needs no form beyond the log book: the seller tells DVLA online, free, the same day and hands the buyer the new keeper slip from the V5C. The private car sale agreement and receipt adds the price, the mileage, the faults the seller knows of and the exact time the keys changed hands. If DVLA's record still shows the old keeper months later, the letter to DVLA after selling a vehicle asks it to correct the record. After a collision, a driver who does not give their details at the scene must report it to the police as soon as reasonably practicable and within 24 hours at most; the road accident record keeps the other driver's details for the insurer.

A council penalty charge notice can be challenged free on the council's own website, and the 50% discount is usually held while a challenge made within 14 days is considered. The informal challenge comes first; once a Notice to Owner arrives, formal representations must reach the council within 28 days on the grounds printed on it. After a rejection the appeal is free, to the Traffic Penalty Tribunal or, in London, London Tribunals. A notice asking who was driving is answered on the police form within 28 days, with the covering letter naming the driver where more needs explaining.

A used car from a dealer must be of satisfactory quality for its age and mileage: within 30 days the buyer can reject it for a full refund, and later ask for a repair first (claim to the dealer). Pothole damage is claimed from the highway authority, usually the council, under the Highways Act 1980 (pothole claim). An insurer has eight weeks to answer a complaint about a claim, after which the Financial Ombudsman Service is free. The documents follow the law of England and Wales as at 28 October 2026.
