Renting a home in England: notices, deposits, repairs and pets

Since 1 May 2026 the Renters’ Rights Act 2025 has made every private assured tenancy in England periodic: section 21 notices are gone, a landlord needs a ground under section 8 of the Housing Act 1988 proved in court, and the rent can rise only once a year, by a notice on Form 4A. Forms 3A and 4A are free on GOV.UK. A tenant leaves by giving at least two months’ written notice — the tenant’s notice to quit carries a saving clause for the end date — and a rent rise can be settled by an agreement to lower or keep the rent.

A deposit must be protected with DPS, mydeposits or TDS within 30 days. Record the home with an inventory and check-in report and a check-out report, then ask for the deposit back and use the scheme’s free dispute service if you disagree; if it was never protected, the letter before claim for an unprotected deposit asks for one to three times its amount. For damp, mould or a broken boiler, report the disrepair and keep paying the rent; the council inspects free (complaint to the council), and the letter of claim follows the housing conditions protocol.

Tenants can ask to keep a pet and get a written answer within 28 days, and can ask consent to sublet or take in a lodger. A homeowner letting a room uses the lodger agreement. Shelter and Citizens Advice give free help; DocMuse is a private paid service, not a government website, and gives no legal advice.
