This document is in Italian

The PDF you download is in Italian — that is the language it has to be filed in, so it is not translated. Everything on this page is here to tell you what it says.

For professionals and self-employed workers in Italy asking to be paid before invoicing: the Italian fee notice (avviso di parcella) lists the work, the fee, any pension contribution, VAT and withholding tax, the total and the IBAN, and asks for payment by a date. It has no tax value and is not an invoice: anyone with a VAT number issues the electronic invoice through the Exchange System (SdI) on payment; anyone without one gives an occasional-work receipt. Sent by e-mail, PEC or registered post.

Common questions

What is the difference between a fee notice and an invoice in Italy?
A fee notice is a request for payment with no tax value: it states what is owed and how to pay. An invoice, for anyone with a VAT number, can only be issued electronically through the Agenzia delle Entrate's Exchange System (SdI) and, for services, when payment is made (art. 6 of Presidential Decree 633/1972). A PDF called an invoice is not a valid invoice. The notice replaces neither the electronic invoice nor the occasional-work receipt.
Why do Italian professionals send a fee notice before the invoice?
Because for services the invoice is issued when payment is made: issuing it earlier means that anyone charging VAT must pay it over even if the client never pays. With a fee notice the professional asks for payment and issues the electronic invoice only once the money arrives. The document tells the recipient so, with the IBAN and the due date, and has lines for the pension contribution, VAT and withholding tax where they apply.
What can be done if the client does not pay the fee notice in Italy?
After the due date a reminder can be sent and then a formal demand, by PEC if the client is a business. Between self-employed workers and businesses late-payment interest runs automatically from the due date (Legislative Decree 231/2002), and payment agreed beyond 60 days is abusive (Law 81/2017). For a debt that stays unpaid, the court route is an injunction order (decreto ingiuntivo), a court filing that is not among these documents.
