When you register at an address that is not yours, the municipality asks for the owner's written consent. This is that document. It goes in together with the application for a permanent or current address, and without it the counter returns the whole file. If the owner will not be coming to the counter in person with their ID card, the signature has to be notarised — which is why most people end up going twice.

Common questions
- As the owner, am I obliged to give this consent?
- No. Consent is voluntary and nobody can make you register another person at your address. It is given at your discretion and can be tied to a period, which is written into the declaration.
- What am I taking on if I consent?
- You are not taking on anyone else's obligations — registration at an address does not transfer debts and gives no rights over the property. The practical nuisance is that correspondence for that person starts arriving at your address, including from institutions.
- Can I withdraw the consent later?
- The consent is for a particular registration, and withdrawing it does not automatically cancel a registration already made. To limit the risk, give consent for a fixed period and note that expressly in the declaration.
- Is notarisation required?
- Many municipalities want the signature notarised, and some accept the declaration signed in front of the officer. Check with your own municipality before paying for notarisation — the requirement differs from place to place.
