An Italian sworn self-declaration, in Italian (art. 47 of Presidential Decree 445/2000), by the owner, co-owner, usufructuary or tenant who lets someone register their residence at the home without a contract in that person’s name: it states the basis of occupation (hosting, a loan for use, living together) and the people. The registry office needs it for the title of occupation (art. 5 of decree-law 47/2014). Many municipalities have their own form, attached to the residence declaration, which is free and can also be made online on ANPR. No stamp duty is due (art. 37). Signed with a copy of an identity document.

Common questions
- Does a change of residence in Italy really need the owner’s consent?
- Whoever declares residence must state on what basis they occupy the home (art. 5 of Italian decree-law 47/2014). Someone with a contract or deed in their own name gives or attaches it; a guest without a contract proves it with a declaration from whoever has the home at their disposal. Many municipalities have their own free form, attached to the residence declaration: ask the registry office which one it accepts.
- Does the owner’s declaration create a contract with the guest?
- No. It states a fact, the basis on which the guest lives in the home, and neither creates nor changes a lease or loan for use: if a contract exists, that contract applies. It is, however, a sworn self-declaration: making a false one is a criminal offence (art. 76 of Presidential Decree 445/2000), and the municipality checks that the people really live at the address.
- How long does a change of residence take in Italy?
- The declaration is made within 20 days of the move, at the registry office or online on ANPR, free of charge. The municipality registers the change within two working days and checks the usual abode, with a visit by the local police, within 45 days: if it says nothing, the residence is deemed confirmed. In the province of Bolzano the municipality must also accept the declaration in German, and in the Aosta Valley in French.
