How many owners have to sign the request?

The Condominium Management Act sets the share that can require a meeting to be called. That is why the request records both the number of signatories and the share of the common parts they represent — the manager judges from those whether the request is in order.

What if the manager refuses to call the meeting?

Then the right to call it passes to the owners who asked for it, subject to the rules on notice and announcement. That is why the request contains an express sentence to that effect — it both warns and prepares the next step.

Why do I have to write the agenda in advance?

Because a general meeting cannot decide on matters that were not announced. A request with no specific items leads to a meeting that gathers, debates and can decide nothing — and the next one has to be called all over again.

Can a meeting be called for a single problem?

It can, and that is often more productive than a long agenda. One clearly stated request — repairing the roof, replacing the manager, accounting for the spending — brings more people out than a general meeting with eight items.
