The notice in which a seller tells their motor (RCA) insurer in Romania that the vehicle has been sold. Does a Romanian RCA policy pass to the car's buyer?

No. In Romania motor insurance does not go with the vehicle: the seller's contract ends, and the buyer must take out their own policy before driving (Law no. 132/2017). It is one of the differences from other countries, where the policy passes to the new owner.

Is part of the RCA premium refunded after the sale?

As a rule, yes. The contract ends when the insurer is notified, with the documents proving the sale, and the premium for the remaining period is refunded — provided no compensation has been paid or is owed for events during the insured period. The notice gives the date of sale and the account for the payment; the sooner it is sent, the larger the refund.

What else must be done after selling a car in Romania?

The seller reports the sale within 30 days to the local tax office, which takes the car off their tax record, and the buyer registers the vehicle in their own name within 90 days.
