The authorisation by which a vehicle's owner in Romania lets someone else drive and use it for a set period and area — a trip abroad, a family member, an employee. Is written authorisation needed to drive someone else's car in Romania?

No general rule requires written authorisation to drive another person's vehicle: the RCA policy covers any driver. The authorisation does, however, prove at a check or a border that the vehicle is used with the owner's consent — which matters above all abroad.

Does the authorisation have to be notarised?

For driving within Romania, as a rule, no. For leaving the country, especially for states outside the EU, border authorities and foreign police often ask for an authorisation with a notarised signature — sometimes translated too. It is worth checking before leaving, country by country.

Who pays fines incurred while the authorisation runs?

The person who committed the offence. If a fine arrives in the owner's name — from a camera, for example — the authorisation, with the period and the name of the person driving, is the proof the owner needs to name the driver.
