Every institution is obliged to answer a request like this within fourteen days. The form follows Art. 24 of the Access to Public Information Act and carries every particular the Act requires, so that it cannot be set aside without consideration.

Common questions
- Do I have to explain why I want the information?
- No. Access to public information is not tied to any interest and nobody can refuse you for not saying what it is for. The field for the purpose helps the officer find the right document, but it is optional.
- Is there a charge for access?
- Access itself is free; only the cost of the medium is payable, at rates set by regulation. If you are quoted a sum, ask to see what it rests on — it must not be a fee for the information itself.
- Can they refuse access to the information?
- They can, on defined grounds — classified information, third parties' personal data, preparatory documents. A refusal is written and reasoned and can be appealed; silence is also treated as a refusal.
- How should I word the request?
- Specifically enough for the authority to find the document, but not so narrowly that they send you only part of it. If you do not know what the document is called, describe its content and the period — that is permissible and usual.
