The next step when a trader does not answer a complaint or rejects it. The commission examines complaints about unfair practices and about refusals of consumer complaints. The order matters: first a complaint to the trader, then one to the commission — a complaint with no prior attempt to resolve the matter is usually sent back. Attach a copy of the complaint and of the proof of purchase.

Common questions

Can I complain directly without writing to the trader?
As a rule no. The commission examines a case where there has already been an attempt to resolve it — a complaint left unanswered, or a rejection. A complaint with no prior complaint to the trader is usually sent back with directions to go to them first.
Will the commission get my money back?
Not directly. The commission carries out an inspection and exercises supervision over the trader; awarding sums happens by another route. What you get is the pressure and a finding of breach, which carries weight in any later dispute.
What must I attach?
A copy of your complaint with proof that it was made, the trader's answer if there was one, and the proof of purchase. Without the first two there is nothing for the complaint to examine.
Does it matter how much time has passed?
Yes. The sooner after the rejection you file, the easier it is for an inspection to establish the facts. An old matter with lost correspondence is hard to prove however well founded it is.
