What use is it then?

Preparatory. With it you settle the price, the date and exactly what is handed over, and you see in advance what the seller is declaring — that the vehicle is theirs, that there are no encumbrances, pledges or attachments, and what defects they admit to. Those things are negotiated before the notary, not in front of them.

Who pays the costs of the transfer?

It is agreed between the parties and there is a field for it in the contract. In practice they most often fall on the buyer, but there is nothing to stop them being shared — what matters is that it is decided before signing rather than at the counter.

What should I check before buying?

Whether the seller is the owner shown on the registration document, and whether the vehicle is free of encumbrances, pledges, attachments and unpaid liabilities. The declarations in the contract do not replace checking — they only give you a claim if they turn out to be untrue.
