Common questions

Where does a consumer in Moldova turn if an energy, gas or water supplier does not resolve a complaint?
To ANRE, the National Agency for Energy Regulation, which regulates electricity, natural gas, heating and water and sewerage services. ANRE examines a petition within 30 days of registration, which may be extended by up to 30 working days. Its decision binds the supplier and can be challenged in the administrative court. ANRE's free line is 0 800 10 008; you may also go straight to court.
Does the supplier have to be contacted before petitioning ANRE?
Yes, that is the order ANRE describes: the consumer writes to the supplier or the system operator, and if there is no answer or the answer is not acceptable, petitions ANRE, attaching a copy of the complaint. If the problem lies with the network, the electricity supplier passes the complaint to the system operator within 5 working days and tells you so.
What evidence should go with a complaint about an energy or water bill?
The bill in dispute, a photo of the meter showing its serial number and reading, with the date you took it, the contract or a document with your customer number and, if you wrote to the supplier before, copies of those letters. Keep your copy of the complaint with its registration number, or the acknowledgement of receipt: the supplier's time to answer is counted from the day it received it.
