The written request in which a patient in Cyprus asks a hospital, clinic or doctor for access to their medical record and a copy of it: history, discharge note, tests, imaging. It rests on the Safeguarding and Protection of Patients' Rights Law (Law 1(I)/2005) and art. 15 of the General Data Protection Regulation. It names the department, the period of treatment, the documents wanted and how to receive them. The first copy is free, and the answer is due within one month, extendable by two months only for complex or numerous requests.

- Is a patient in Cyprus entitled to a copy of their medical record?
- Yes. The Safeguarding and Protection of Patients' Rights Law (Law 1(I)/2005) obliges the provider to keep a medical record and gives the patient access to it, and art. 15 of the General Data Protection Regulation gives a right to a copy of one's data. The first copy is free; for further copies the provider may charge a reasonable fee. The copy must not adversely affect the rights and freedoms of others (art. 15(4) of the Regulation), so other people's details may be removed.
- How quickly must a hospital or doctor in Cyprus answer a request for a medical record?
- Without undue delay and in any event within one month of receiving the request, under art. 12(3) of the General Data Protection Regulation. The period can be extended by two further months where requests are complex or numerous, but the patient must be told of the extension and the reasons within the first month. So it pays to be able to prove when the request was delivered.
- Where can a patient in Cyprus turn if access to the medical record is refused?
- To the Commissioner for Personal Data Protection, with a complaint about a breach of the right of access, attaching the request and proof that it was delivered. The patient can also complain to the provider's Patients' Rights Officer, who refers to the district Complaints Examination Committee what the Officer cannot settle, since access to the record is a right under Law 1(I)/2005. That is why the request is sent by registered post or handed over against a signature.

It gives the doctor the child's allergies, medicines and GESY personal doctor, leaves serious procedures to the parent, and follows the Cypriot Patients' Rights Law, under which a parent consents for a minor and the child's own view counts for more as the child grows older.
