A patient's written complaint in Cyprus when they consider their rights were breached in a hospital, clinic or surgery: what happened, when and in which department, which right was affected and what is asked for. It goes to the provider's Patients' Rights Officer, as Law 1(I)/2005 provides, and asks that, if it is not settled there, it be passed to the district Complaints Examination Committee. It is sent by registered post or handed over against a signature, so the date it was made can be proved.

- Who handles a complaint about medical care in Cyprus?
- The provider's Patients' Rights Officer. Since the 2025 amendment (Law 54(I)/2025) every healthcare provider, public or private, appoints an Officer; only a provider employing three people or fewer may do without one (art. 22 of Law 1(I)/2005). The Officer deals with complaints that need immediate handling and refers the rest to the district Complaints Examination Committee. Each district has one Committee (art. 23), which applies the Patient Advocate's guidelines and recommendations.
- What does the Patient Advocate do in Cyprus?
- The Patient Advocate is an independent official added to Law 1(I)/2005 by a 2025 amendment (Law 54(I)/2025, arts. 21A and 21B). Appointed by the Council of Ministers, the Advocate monitors what healthcare providers do that affects patients' rights and how their policies are applied, and the district Complaints Examination Committees apply the Advocate's guidelines and recommendations. A complaint about a particular incident goes to the provider's Patients' Rights Officer, as with this letter.
- Does a complaint about medical care in Cyprus bring compensation?
- Not by itself. The Patients' Rights Officer does not examine medical negligence or compensation claims; compensation is claimed by an action in the District Court. A negligence claim is time-barred after three years (art. 6(2) of Law 66(I)/2012), counted from the damage or, if the patient learned of the bodily injury later, from then. For bodily injury or death the court may disapply the time bar, but not once two years have passed since it expired (art. 6(3)). So anyone thinking of suing should see a lawyer without waiting for the complaint to end.

The written consent by which a parent lets whoever looks after their child in their absence — a grandparent, a school-trip or camp leader — take the child to a doctor in Cyprus or abroad, receive information and agree to routine medical care for a set period. It gives the doctor the child's allergies, medicines and GESY personal doctor, leaves serious procedures to the parent, and follows the Cypriot Patients' Rights Law, under which a parent consents for a minor and the child's own view counts for more as the child grows older.
