The PDF you download is in Romanian — that is the language it has to be filed in, so it is not translated. Everything on this page is here to tell you what it says.

A Romanian residential tenancy between private individuals with no end date: rent, deposit, utilities, each side's obligations and a handover record. Either side may end it with at least 60 days' written notice, and the rent changes only by a signed addendum. It provides for registration with ANAF within 30 days (form C168), which makes it an enforcement title for the rent.

Common questions

How much notice ends an open-ended rental agreement in Romania?
The agreement sets at least 60 days for both sides. The Civil Code's minimum differs: for the landlord, 60 days where rent is paid monthly; for the tenant, a quarter of the period for which rent is paid — a quarter of a month for monthly rent (art. 1824). An agreement may set a longer notice than the legal minimum, not a shorter one. The notice is given in writing, in a way that proves when it arrived — by registered post with acknowledgment of receipt, for example.
When does an open-ended tenancy suit better than a fixed-term one?
When neither side wants to be bound for a set period. An open-ended agreement can end at any time, with notice, at either side's wish and without a reason; a fixed-term one protects the tenant from being made to leave early, and gives the landlord the security of an agreed period in return.
Can a Romanian landlord raise the rent without the tenant's agreement?
No. The rent is a term of the agreement and changes when both sides agree, and this agreement says expressly that a change is made by an addendum both sign. If they cannot agree, the landlord may end an open-ended agreement with 60 days' notice, but cannot impose a new rent alone.
