The record made at move-in, when the landlord hands a Romanian rented home to the tenant: the condition of each room, the furnishings handed over, the electricity, gas, water and heating meter readings, the number of keys and any visible defects. Why does the move-in handover record matter in Romania?

Because it is the main proof of the home's condition at the start. At move-out the landlord may keep from the deposit only damage beyond ordinary wear, and the move-in record shows what was already there. Without it, the law presumes, until proved otherwise, that the tenant received the home in a condition fit for use (art. 1821 of the Civil Code), so an old defect can be charged to the tenant.
