The record the landlord and tenant sign when a rented home in Moldova is handed over at the start of a lease: the state of each room, the furnishings, the electricity, gas, water and heating meter readings, the keys and the defects found, with what the landlord will fix. It is an annex to the lease and the proof of the home's condition at the start, against which wear and the deposit are judged at move-out. Signed in two copies.

Common questions
- Why does the move-in record matter when a Moldovan lease ends?
- Because the tenant hands the home back in the state it was received, apart from normal wear (arts 1265 and 1284 of the Civil Code). Without a record signed at move-in, nobody can show what state the home was in, and a deposit dispute becomes one word against the other. Note every scratch, stain or defect and take dated photos.
- What happens in Moldova to defects a tenant does not report on moving in?
- A tenant who knew or should reasonably have known of a defect when the lease was made, and raised no claim, loses the rights to reduced rent and damages for it (art. 1257 of the Civil Code). And before relying on those rights the tenant must tell the landlord about the defects found (art. 1254(6)). Writing them into this record does both.
- Should meter readings go into the handover record of a rented flat?
- Yes. The electricity, gas, water and heating meter readings on the handover day separate the landlord's consumption from the tenant's: bills after that date are the tenant's, if the lease says so. Photograph each meter with its reading visible, and write the readings into the move-out record too when you leave.
