The PDF you download is in Italian — that is the language it has to be filed in, so it is not translated. Everything on this page is here to tell you what it says.
For a landlord in Italy who lets without the cedolare secca and whose lease has an indexation clause: the letter to the tenant applying the change in the ISTAT consumer-price index for blue- and white-collar households (FOI) at the share the lease sets, with the current rent, the new rent and the month from which it applies. A landlord who chose the cedolare secca may not ask for any update while the option lasts. Sent by registered post with proof of receipt, by PEC if the tenant has one, or by hand. In Italian.

Common questions
- Can an Italian landlord raise the rent during the lease?
- Only within a clause of the lease, usually the yearly update by the ISTAT FOI index, and never if the landlord has chosen the cedolare secca, which excludes any update while it lasts (art. 3(11) of Italian Legislative Decree no. 23 of 14 March 2011). In a 4+4 lease with no clause the agreed rent stays; a new rent can be proposed at the second expiry, by registered letter sent six months before.
- Where is the ISTAT change for updating rent in Italy published?
- ISTAT, the Italian statistics institute, publishes free on its website every month the consumer-price index for blue- and white-collar households (FOI) and its changes, which are the ones used for rents. Take the change between the month named in the lease and the same month a year later, multiply it by the share the lease sets (for example 75%) and apply it to the current rent.
- Does the ISTAT rent update have to be requested in writing every year?
- It depends on the clause: many leases make the update due on the landlord's request, and then the written request, by registered post or PEC, is what makes it payable. If the clause makes it automatic, the letter still sets out the calculation and the new amount so that the tenant can check them. The letter states the share in the lease, the period and the change used.
