Complaint to an electricity or gas supplier (Romania)
The written complaint to a Romanian electricity or gas supplier, with everything it needs to settle it: the customer code, the supply point, the meter's number and actual reading, the disputed bill and its period, what is wrong and what is asked for. It asks for an answer within the time set by ANRE's performance standard and names the next step — a complaint to ANRE. Water is a separate regime and is not covered.
Services agreement (Romania)
The agreement by which a provider — a company or a registered sole trader — performs services for a client in Romania: what is and is not included, the term, the price and payment term, invoicing through RO e-Factura, acceptance and objections, the liability cap, force majeure and termination. Under the Romanian Civil Code a services contract is an antrepriză (art. 1851), and the agreement fills in what the law leaves to the parties.
Demand for payment before court action (Romania)
The summons in which a private creditor in Romania demands a sum owed under a contract — a loan, rent, an unpaid price — within 15 days, as the Code of Civil Procedure requires before a payment order (art. 1015). Sent by bailiff or by registered post with declared contents and acknowledgment of receipt, it opens the way to the fast procedure and puts the debtor in default.
Acknowledgment of debt (Romania)
The statement in which a debtor in Romania acknowledges in writing owing a sum to a creditor: how much, for what, when it falls due and on what schedule it is paid. The acknowledgment interrupts limitation, and a new period starts after it (arts. 2537 and 2541 of the Civil Code); notarised, it becomes an enforcement title.
Resolution dissolving and winding up an SRL at once (Romania)
The resolution of the sole member or the general meeting by which a dormant Romanian SRL is dissolved and wound up in one act, without a liquidator (art. 235 of Law no. 31/1990): the assets and debts, the statement that the debts are paid, how what is left is divided among the members, who keeps the records, and who handles the trade register.
Resolution approving an SRL's annual accounts (Romania)
The annual resolution of a Romanian SRL's sole member or general meeting: it approves the year's financial statements, with the balance-sheet total and the net result, decides how the profit is allocated — dividends included — or the loss covered, and discharges the administrator. The accounts are filed with ANAF within 150 days of the year end.
Loan agreement between private individuals (Romania)
The agreement for a loan of money between relatives, friends or acquaintances in Romania: the sum, how and when it is handed over, the repayment schedule, interest and what happens on late payment. It states the rule that makes excessive interest between private persons void — no more than the legal rate plus 50% a year (Ordinance no. 13/2011) — and that, notarised, it becomes an enforcement title.
Disputing an unauthorised card or account payment (Romania)
The notice in which a cardholder or account holder in Romania asks the bank to refund payments they did not authorise: the transactions disputed, when they were noticed, when the card was blocked, the sum claimed and the police report. Under Law no. 209/2019 the bank refunds by the end of the next business day, and the dispute must be raised without undue delay, within 13 months of the debit at the latest.
Notice to the motor insurer that a vehicle has been sold (Romania)
The notice in which a seller tells their motor (RCA) insurer in Romania that the vehicle has been sold. A Romanian RCA policy does not pass to the buyer: the seller's contract ends on notification, and the premium for the remaining period is refunded if no compensation has been paid or is owed under the policy. The letter identifies the policy and the vehicle, gives the date of sale and the new owner, and asks for the refund to the account given.
Complaint against a fine (Romania)
The complaint to the local court against the report by which a fine was imposed in Romania — a traffic fine or any other. It is filed within 15 days of receipt (art. 31 of Ordinance no. 2/2001) and asks for the report to be annulled or the fine replaced with a warning. It sets out the grounds of absolute nullity in art. 17 — the officer's details, the offence, the date or the signature missing — the evidence, and a request to be tried in absence.
Complaint about a faulty product (Romania)
The complaint in which a consumer in Romania asks the seller to repair or replace faulty goods, under Emergency Ordinance no. 140/2021: the product, the date and price of purchase, what is wrong and when it appeared, and the remedy asked for. It points out that the goods must be brought into conformity free of charge within 15 calendar days at most, and what follows if they are not.
Demand for a price reduction or a refund for a faulty product (Romania)
The demand in which a consumer in Romania, after the product was not repaired or replaced in time or the fault came back, asks for a proportionate price reduction or for the contract to be ended and the money refunded, under Emergency Ordinance no. 140/2021. It refers to the earlier complaint, says why this step is taken, states the sum and the account, and notes that the return is at the seller's expense.
Request for access to medical records (Romania)
The request by which a patient in Romania obtains copies of their own medical records from a hospital, clinic or practice — the case notes, the discharge letter, test results, imaging — under Law no. 46/2003 and art. 15 of the General Data Protection Regulation. The first copy is free, and the provider answers without delay and within a month, extendable by up to two more months only where the complexity or number of requests makes it necessary.
Notice to the employer of sick leave (Romania)
The notice in which an employee in Romania tells the employer they are on sick leave: from when, until when it is expected to last, the sick-leave certificate, the doctor who issued it and where that doctor works, and how to reach the employee. The rules implementing Emergency Ordinance no. 158/2005 require the employer to be told within 24 hours of the leave being granted. It also announces that the certificate will be handed in by the 5th of the following month, for the benefit to be worked out. An employee on sick leave cannot be dismissed, except in the employer's judicial reorganisation, bankruptcy or winding-up.
Telework addendum to an employment contract (Romania)
The addendum by which a Romanian employer and employee agree on telework, with every element Law no. 81/2018 requires: days at the office, when and how the employer checks the work, how hours are recorded, the equipment and costs the employer covers, health and safety, data protection and the steps against the teleworker being cut off from colleagues. The telework location has not been compulsory since 2021, but the parties may agree on one.
Confidentiality clause addendum to an employment contract (Romania)
The addendum by which an employee in Romania undertakes not to disclose information learned during the contract, while it lasts and after it ends (art. 26 of the Labour Code): what is confidential, how long the duty lasts after leaving, and what cannot be forbidden — public information and reports protected by law. A breach gives rise to damages.
Resolution appointing an SRL's administrator (Romania)
The resolution of the sole member or the general meeting by which a Romanian SRL appoints its administrator: who, for how long, with what powers and pay, and, where there is one, whose mandate ends. It calls for the appointee's declaration of acceptance and eligibility, and empowers someone to file with the trade register, from which point the appointment binds third parties.

The declaration on their own responsibility by the person appointed administrator of a Romanian company: they accept the mandate, meet the legal conditions, have not been banned by a final court judgment from being a company founder — a ban that, under Law no. 31/1990, also bars them from being an administrator — and have no conflicting role. The trade register asks for it at every appointment, and a false declaration is a criminal offence (art. 326 of the Criminal Code).
Objection to a tax assessment (Romania)
The objection to a tax assessment issued by ANAF or a local tax office in Romania, with everything the Code of Fiscal Procedure asks for: the decision challenged and when it was received, the sum contested, broken down into tax and interest, the grounds of fact and law, and the evidence. It is filed within 45 days of receipt, on pain of losing the right, with the body that issued the decision.
Freedom of information request (Romania)
The request by which anyone in Romania obtains information from a public body about its work — spending, contracts, decisions, organisation — without having to say why (Law no. 544/2001). The body answers within 10 days, 30 at most if the information is complex, and a refusal must be reasoned within 5 days. The request says in what form the answer is wanted.
Flight delay or cancellation compensation claim (Romania)
The claim to an airline for compensation under Regulation (EC) No 261/2004 — 250, 400 or 600 euros per passenger, by distance — when a flight arrived at least three hours late or was cancelled without the notice required. It gives the flight and booking details, the scheduled and actual times, the other passengers on the booking, extra expenses, and the account for payment. Written in Romanian, with ANPC as the enforcement body.
Complaint about a package holiday (Romania)
The complaint to the organiser of a package holiday bought in Romania about services that were not what was booked — accommodation, transport, transfers, meals: the trip, dates and travellers, what was wrong, how and to whom it was reported on the spot, and the price reduction and compensation claimed. The organiser answers for every service in the package, even those provided by other firms (Ordinance no. 2/2018).
Withdrawal form for an online or distance purchase (Romania)
The notice by which a consumer in Romania withdraws from an online, phone or off-premises purchase within 14 days — 30 if the contract was made during an unsolicited visit to the home or on an excursion organised by the trader — without giving a reason (Emergency Ordinance no. 34/2014). It identifies the product and the order, asks for every payment — standard delivery included — to be refunded within 14 days to the account given, and announces the return of the goods. It follows the content of the model in the ordinance's annex.
Mutual non-disclosure agreement (Romania)
The agreement between two companies in Romania that share sensitive information before deciding whether to work together: what is confidential and what is not, the purpose it may be used for, who may see it, how long the duty lasts, return at the end, and a penalty for each breach, owed without proof of loss.
